Overview of the role.
The purpose of the HSE Engineer position is to provide Health, Safety, & Environmental support to the facility in ensuring that HSE Risks are manage, HSE Legal Requirement is complied, Incident Analyzed, and Action Plan towards perceived emergencies are planned. Furthermore, HSE Engineer position is to provide support the Line Manager on Management of all matters concerning to Health, Safety and Environment by conducting comprehensive Assessment, Evaluation, & Recommendation.
What you will do
PRINCIPAL ACCOUNTABILITIES: HSE ADVISORY
Conducting Comprehensive Hazard Identification & Risk Assessment and develop Risk Management Plans
Monitoring the Risk Management Plan to ensure that determined control measures are seen through and completed.
Conducting Preliminary Hazard Analysis for All the associated hazard in a conceptualized Project
Creation of HSE Policy, HSE Manual, Procedures and forms.
Collaboration with other departments in deriving acceptable and reasonably practicable control measures for the identified significant risk.
Audit the HSE performance of the service providers.
LEGAL COMPLIANCE
Handling the application for the events, play areas and sports facilities in Dubai Municipality Public Health and Safety Play Area Permit Portal (DM PHS) and Dubai Sports Council (DSC).
Review all legal Laws that are applicable to the facility and perform compliance summary to guide the departments legal compliance
Conduct Compliance Audit to ensure management complied by the UAE Legal Regulations.
Coordinate with the government bodies for the required inspection and audits
Collaborate with the department heads in action plan for closure of any violation raised
Ensure that the System in place complied with the UAE Legal Regulations and the Industry Best Practices. This includes Testing and Certification Requirements and Operator Competency Requirements. HSE WALK/INSPECTION
Conduct HSE Walk Audit to Review the Implementation of the HSE Arrangement
Identify Unsafe Act and Unsafe Condition and bring them to the attention of the head of respective departments for corrective Action
INCIDENT MANAGEMENT, EMERGENCY PLANNING AND PREPAREDNESS
Respond to the Incident in accordance with the Pre-Established Crisis and Emergency Management Plan
Create Emergency Management Plan for any Crisis and Emergencies that could adversely affect the employees, tenants, service providers and costumers.
Emergency Response Equipment for all Identified Emergencies are provided
Ensure the availability of competent Emergency Response Personnel
SERVICE PROVIDER/CONTRACTOR MANAGEMENT
Provide HSE Review of the contractors pre activity submittals, i.e. Method Statement and Risk Assessment ensuring that all risk associated with: Fit out Activity, Maintenance & Repairs, Branding, and Events & Testing shall be done in accordance local regulation of Dubai Municipality, Dubai Civil defense and international code of practices.
Participate in the final check out of new installations & system modifications and ensure that adequate training has been conducted for the new system.
Implementing Permit to Work System to ensure that workplace safety requirements are complied.
HSE MONITORING
Tracking the Status of the Risk Management Plan, HSE Compliance, HSE Walk Audits & Inspections, Incident Management and Contractor Management to ensure that Determined Control Measures and Corrective/ Preventive Action are seen through and completed.
