Key Responsibilities:

• Budget Preparation: Collect data and documents required for preparing the annual budget in coordination with all organizational units within the library.

• Financial Data Entry: Enter financial data—including invoices, discounts, revenues, expenses, and any other financial inputs related to the library—into the accounting system.

• Budget Tracking: Monitor the disbursement of the approved annual budget in coordination with relevant stakeholders, and document all related financial movements in the approved unified electronic systems to ensure financial accuracy.

• Payment Vouchers & Monthly Reconciliations: Prepare disbursement documents and any subsequent adjustments, ensuring monthly reconciliations of library accounts are conducted in compliance with applicable rules and regulations.

• Audit Compliance: Provide all financial transaction data and information required to respond to reports from the Financial Audit Authority, in accordance with approved procedures.

• Cash Management: Manage cash flows and settle both permanent and temporary petty cash advances.

• Financial Operations & Obligations: Follow up on procedures related to employee entitlements, creditors, payment processing, revenue collection, financial credits, contracts, procurement, and penalty policies/procedures.

• Inventory Audits: Participate in periodic physical inventory audits of library stores and assets, and submit corresponding reports.

• Budget Reallocations & Financial Reporting: Prepare technical reports on financial transfers (reallocations) between budget lines and consolidate the financial results of all organizational units according to authorized powers and procedures.

• Vendor & Contract Management: Execute procedures related to creditor dues, disbursements, letters of credit, contracts, supply chain processes, and fine policies.

• Financial Analysis & Spending Efficiency: Provide data and information regarding the criteria for spending policy efficiency, contracting plans, and approved financial analysis methods to the direct supervisor.

• Document Archiving: Establish and maintain an archiving system to store and organize all financial documents, records, and files.

• Additional Duties: Perform any other related tasks or responsibilities assigned by the direct supervisor within the scope of the department’s operations.
